Albert Zalcmann
President and CEO
Albert has been leading UTRS for over 30 years, continually and enthusiastically fostering an entrepreneurial and innovative spirit grounded in good business sense. His perpetual encouragement of fresh ideas and open dialogue has led to our growth into numerous markets supported by an ever-expanding range of technical capabilities. In both word and action he consistently emphasizes the significance of each and every member of the UTRS family, as well as the importance of honoring commitments and delivering value to our partners.
Prior to UTRS, Albert’s degrees in Metallurgical Engineering and Environmental Engineering were put to use for decades supporting clients and efforts that foreshadowed some of UTRS’s current capabilities. As a senior metallurgist for the U.S. Army, he supported armaments research, innovative production techniques, modernization, and improvements. As the Plant Metallurgist at the U.S. Mint, he investigated and oversaw the incorporation of advanced manufacturing technology and prototype development. His years as a senior engineer and director for defense contractors led to multidisciplinary expertise with the Army, Navy, and Air Force, their technological needs, administrative systems, and contracting methodologies. In addition to increasingly broad corporate management responsibilities, through these experiences he also gained direct knowledge of numerous and diverse technical areas as varied as aircraft corrosion protection, automatic test equipment, environmental protection, and safety management.
Albert’s inquisitiveness, openness to new ideas, and genuine interest in people continues to inspire UTRS.
Steve George
Executive Vice President
Steve is one of the leading experts for weapons systems, interior ballistics, and propellent development. Currently, he provides direct oversight for all UTRS support to Picatinny Arsenal, Rock Island Arsenal, and Redstone Arsenal.
Throughout a career that spans more than four decades, including almost 30 years at UTRS, Steve’s philosophy has been to work closely and be integrated with the customer – understand their near-term objectives and long-range goals, and provide options and strategies that will meet and exceed their requirements.
After starting his career at Picatinny Arsenal in 1980 as a project manager, software engineer, and data reduction analyst, Steve worked on every weapons system that Picatinny was developing. Over the years, as weapons systems matured and new technologies emerged, Steve continued to be involved with more complex technical efforts and management roles. Since joining UTRS in 1995, he emerged as a trusted leader who has significantly grown the number of programs and expanded the amount of work under UTRS’s portfolio.
His extensive experience with program management includes high-visibility military system acquisitions, weapons research and development, and innovative programs that involve multidisciplinary expertise. Additionally, Steve has written numerous business and strategic plans for defense and commercial organizations, and collaborated on a plethora of comprehensive technical studies, assessments, and novel research initiatives – one of which led UTRS to achieve two patents on a breakthrough titanium production process in our UTRS Montana laboratory.
Steve earned his BA in Economics from Drew University and is certified under the International Standards Organization (ISO) as an IS0-9000 series Lead Auditor/Assessor. He currently serves as President of the NDIA Picatinny Chapter and President of the Picatinny Enhancement Coalition. He is also the recipient of both the the NDIA Firepower Award and the Employer Support of the Guard and Reserve (ESGR) Service Member Patriot Award.
David Zalcmann
Chief Operating Officer
David oversees the operations of UTRS including Business Development, Accounting, Finance, Capture, Contracts, Human Resources, and Information Technology. In addition, he manages the commercial operations of the company and directs its acquisitions efforts. David’s daily, active, collaborative, and good-natured leadership of these many teams provides a steady vision and guiding cohesion as UTRS develops new capabilities and grows into new markets.
David is strongly committed to fairness, ethical standards, and sustainability. He directs broad efforts both to foster employee well-being and to ensure that all UTRS activities consider the wider impact on the world. His commitment to acting equitably and giving back is deeply embedded in UTRS’s operations and flows down to all staff.
He originally joined UTRS in 2002, supporting new business ventures, strategic partnerships, and international operations. His experience in both operations and finance roles has given him a unique skill set, enabling him to help UTRS create a scalable corporate infrastructure and successful business processes to drive profitability and support future growth. In addition to his role at UTRS, David has held numerous leadership positions in accounting, finance, and business operations across various industries, including finance, information technology, and marketing for private and public firms with revenues ranging from $100M to $5B.
David has a Bachelor of Arts degree in Economics from Johns Hopkins University.
Leadership
Arend van der Veen
Vice President, Aviation Safety Technology
Over the course of more than 25 years with UTRS, Arend has emerged as one of the country’s premier subject matter experts in aviation safety reporting. His passion for harnessing customer data to provide practical incident prediction and prevention has positioned UTRS as the trusted leader in the field. Arend’s attitude toward developing safety management systems (SMSs) is the core of UTRS’s aviation safety success: while other companies view the task simply from a software-development perspective, Arend has assembled a team of aviation safety specialists committed to safer flight and dedicated to building effective SMS software in order to achieve this. Under his leadership, our team concentrates on delivering pragmatic safety data tools that get the job done.
As Vice President of Aviation Safety Technology for UTRS, Arend oversees the design, development, implementation, and deployment of numerous efforts including the Air Force’s MFOQA and FAA’s WBAT programs as well as Fuzion Safety, the commercial arm of UTRS’s SMS. He was also involved in the WBAT effort to support voluntary partnership programs between the FAA, operators, and labor associations under which various operators and their employees can self-report safety concerns and events. UTRS now supports more than 200 airlines in managing their safety programs.
Arend holds a PhD in Nonlinear Control Theory and a Master of Engineering in Mechanical Engineering.
Bill Nichols
Vice President, Automated Test Systems
With over 40 years of professional experience, including more than 14 years at UTRS, Bill is recognized as a subject matter expert in the field of automated testing. He has designed, developed, and produced critical-item test program sets (TPSs) for on-system field maintenance and off-system sustainment maintenance for a wide variety of weapon systems. These include the Common Remotely Operated Weapon Station (CROWS), M777 Lightweight 155mm Howitzer (LW155), Stryker M151 Remote Weapon System (RWS), M1A1 Abrams tank, Light Armored Vehicle (LAV), LAV-A2, and Paladin M109A6/M109A7 Self-Propelled Howitzers.
As a hands-on manager, Bill leads the UTRS Automated Test Team at the Army’s Picatinny Arsenal. His extensive management experience includes: program and project management; fiscal budget planning and execution; technical direction and coordination; and contract tasking, scheduling, staffing, and quality assurance oversight.
Bill is a U.S. Navy veteran and holds a Bachelor’s degree in Electrical Engineering.
Craig Potter
Controller, Vice President, Accounting
Craig has more than 35 years of professional accounting and management experience, including more than 14 years with UTRS. As the UTRS Controller and VP of Accounting, he is responsible for our documented system of accounting policies and procedures while providing leadership to the accounting department to ensure transactions are received, processed, and paid in a timely and accurate manner.
A Certified Public Accountant, Craig ensures timely and complete monthly internal closing and preparation of financial reports for UTRS and manages monthly cost pools and projections for yearend rates. Additionally, he ensures compliance with all federal, state, and local government reporting requirements, as well as tax filings, and interacts with DCAA auditors during Incurred Cost Submission audits.
Craig received his Bachelor of Science degree in Accounting from Rider University.
Deb Marchese
Vice President, Information Technology Systems
Deb’s information technology career spans more than 25 years, including two decades with UTRS. She currently directs multiple high-level Office of the CIO/G6 IT projects on a shared infrastructure for Picatinny Arsenal’s largest tenant of 4000+ employees and manages a team of more than 50 professionals supporting all directorates within the Army’s Combat Capabilities Development Command Armaments Center (DEVCOM AC). In a nutshell, her team supports critical research and development work by ensuring that networks and applications are running both optimally and safely.
Deb takes pride in her team’s understanding of Government IT systems, which allows UTRS to leverage extensive experience to improve the technical footprint. She’s also been a strong advocate of a mentorship philosophy that encourages technical improvement as well as job satisfaction.
In addition to her ongoing role, Deb has managed numerous high-visibility projects for DEVCOM AC including the Army VMOD (voice modernization, replacing over 3,800 physical desk phones with Microsoft Direct Inward Dialing [DID]). Deb’s understanding of the end user experience drove the effort to establish the Knowledge Place, which is a one-stop shop for all IT processes and procedures used by the DEVCOM AC User Community.
Deb holds multiple cybersecurity certifications including CompTIA Security+, GIAC Security Leadership Certificate, ITIL V3 Foundation, and Endpoint Security Solutions (ESS) as an Advanced Administrator. She is a 1997 graduate of The Chubb Institute, where she also served as a part-time instructor. In helping train people who were making the change to a technology career, Deb understands that mentorship and growing employees’ skills can increase job satisfaction.
Dorene Fearon
Vice President, Human Resources
Dorene’s 30+-year career as a human resources professional includes more than 15 years at UTRS.
At UTRS, Dorene provides guidance and leadership to the human resources team to maintain and ensure compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements. She also collaborates with executive leaders and managers to identify, develop, and implement programs that support the mission and goals of the company.
Her approach to the UTRS mission is simple but effective: every employee is important and matters, so be positive, be kind, be helpful, and care deeply. She finds that nurturing and supporting employees creates a virtuous cycle that benefits both our employees and clients. While UTRS is experiencing tremendous growth, she always wants employees to feel part of a community, and part of the UTRS family.
Dorene holds a Bachelor of Arts degree in Organizational Communications and is both an ISO 9001 Certified Manager and Process Owner and an ISO 14001 Management Representative.
Lowell Seward
Vice President, Capture
Lowell’s defense industry career spans more than 30 years, including nearly 20 years with UTRS.
As the Capture leader, Lowell is involved in everything from identifying and evaluating opportunities to proposal development and submission for UTRS. His keen understanding of how our capabilities align with Government requirements, as well as how they compare to the competition, has allowed UTRS to become a leader in market research and competitive analysis.
Additionally, Lowell serves as the Subject Matter Expert for numerous UTRS processes and process improvement initiatives.
Lowell has a strong reputation as a collaborator. He’s highly adept at engaging with customers – by digging deep to understand their needs – and nurturing relationships with other companies as partners to form the strongest teams.
Throughout his tenure at UTRS, Lowell has held numerous key positions at UTRS including Vice President of Contracts and Management, in which he managed all aspects of contracts, prepared pricing, and performed all purchasing and business development.
He holds a Bachelor of Science in Business Administration.
Matthew Krantz
Vice President, Information Security Services
Matthew has more than a quarter century of IT experience, including nearly a decade with UTRS. In his current role, Matthew provides oversight for several large-scale DoD programs including the Army’s Defense Research and Engineering Network (DREN) enclave, housed at the DEVCOM Armaments Center at Picatinny Arsenal, and the Mission Sustainment Team for the Defensive Cyber Solutions Branch (DCSB) at the Army DEVCOM’s C5ISR Center, which has more than 1,000 customers.
His approach to the profession is thorough and logical: never make assumptions about a customer or their situation. Matthew is most proud of the level of customer service and support his teams provide on a daily basis, especially in helping to secure DoD missions.
Matthew holds a Bachelor of Science degree in Business Management and is a Certified Project Management Professional (PMP), Certified Information System Security Professional (CISSP), and Certified Information Security Manager (CISM).
Pat Napolitano
Vice President, Prototype Manufacturing
Pat has more than 25 years of manufacturing and management experience, including 14 years with UTRS. Among his multiple endeavors, Pat oversees the prototype manufacturing team at the Army’s Picatinny Arsenal (more than 70 employees across 2 major directorates). This team is responsible for the development, prototyping, manufacturing, and testing of small, medium, and large caliber munitions – under a $63 million GSA contract – and recently kicked off work on a newer $82 million GSA contract for advanced prototyping and testing work for the Army’s Energetics and Warheads Directorate.
Because he thrives in a fast-paced environment, Pat also functions as an integrated engineer on our Army contracts. This has allowed him to build longstanding relationships and a thorough understanding of client needs.
Outside the arsenal’s fence, Pat leads the fast-growing UTRS Advanced Manufacturing division with more than 60 employees across two manufacturing facilities in New Jersey.
Pat launched his career at Bell Labs then worked in the wireless technology and medical device industries before coming to UTRS. He holds a Bachelor’s degree in Mechanical Engineering Technology from the New Jersey Institute of Technology.
Paul Chiodo
Vice President, Quality Engineering
Paul has more than 5 decades of experience in quality, engineering, and system assurance, which includes more than 15 years at UTRS. Currently, he serves as the UTRS subject matter expert and leader responsible for Quality Engineering Core Competencies as well as Lean Six Sigma. As a certified Lean Six Sigma Master Black Belt, he provides deployment direction for multiple customers in LSS and DFLSS, Probabilistic and Predictive technologies and robust engineering practices. This includes working with the DoD, industry, and NASA to develop robust quality and design.
Paul is nationally recognized as the voice of quality engineering. Prior to joining UTRS, he spent more than 35 years as a U.S. Army civilian. He began his Government career at the U.S. Army Armament Research Development and Engineering Center and served in numerous positions with increasing levels of responsibility over the years. From 1999 through 2007, Paul served as the Director of Quality Engineering and System Assurance for the Armament Research, Development and Engineering Center. Among his many accomplishments, he developed and led the implementation of the innovative AMC Quality Federation consisting of over 1,100 quality professionals across the Army Materiel Command. Paul also served as the DoD member of the NASA Independent Assessment Team for Return to Flight of the Space Shuttle Program after the Columbia accident.
During his Government career, Paul was recognized with numerous awards including the Operation Desert Storm award, the Meritorious Civilian Service Award, the 2000 NDIA Firepower Award, and the American Society for Quality award in 2002. He was inducted into the Honorable Order of Saint Barbara in December 2003. Paul presently serves as Executive Vice President of the National Defense Industrial Association (NDIA), Picatinny Chapter, and Director of the Board of Directors of the Picatinny Enhancement Coalition.
He holds a Bachelor of Science degree in Industrial Engineering from the New Jersey Institute of Technology.
