The name UTRS CEE is relatively new, but our roots in serving our local communities run very deep. UTRS acquired RKR Hess Associates, a civil engineering firm based in East Stroudsburg, PA, in 2012.
Its professional origin goes back a full century to the early 1920s work of eastern PA architect Harold Rinker and engineer Edward Hess. For example, during the Great Depression, Rinker’s firm expanded the Monroe County Courthouse, shown here. In the same time period, Hess designed the East Stroudsburg Dam, which RKR Hess rehabilitated 80 years later.
Finelli Consulting Engineers (FCE) was founded by Mike Finelli in 2000 in Washington Township, NJ. FCE has been the long-time Municipal Engineer for several townships in Warren County and Sussex County. Among FCE’s notable accomplishments, they were instrumental in developing the first Geographic Information System (GIS) for an individual municipality within Warren County and they have helped townships such as Franklin Township, Greenwich Township, and Harmony Township secure important land development grants. Finelli Consulting Engineers was acquired by UTRS in 2023, forming a perfect North Jersey complement to our Northeast Pennsylvania office.
