UTRS acquired RKR Hess Associates, a civil and environmental engineering firm based in East Stroudsburg, PA, in 2012, retaining its talented personnel. This acquisition brought an entirely new set of technical capabilities to UTRS.
RKR Hess’s professional origin goes back over a century to the early 1920s work of eastern-Pennsylvania architect Harold Rinker and engineer Edward Hess. Serving state and local agencies as well as private developers and Pennsylvania landowners, RKR Hess has a 100-year history of being a trusted group of professionals working on critical infrastructure and development projects. For example, during the Great Depression, Hess designed the East Stroudsburg Dam, which RKR Hess rehabilitated 80 years later.
Since 2012, UTRS has been able to provide additional resources and support to the RKR Hess team as it has grown and expanded its offerings to largescale development projects such as borough comprehensive plans and major hospital and resort expansions in the PA region. The RKR Hess acquisition provided a pivotal foundation for the more recent growth of our UTRS Civil and Environmental Engineering Division.
