The DoD’s networks are under constant attack from sophisticated and persistent adversaries who seek to disrupt, degrade, or steal the Army’s data and resources.

The Defensive Cyber Solutions Branch (DCSB) is a branch of the the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center that provides cyber defense capabilities and services to protect many DoD information systems and networks from cyber threats. The DCSB develops, tests, integrates, and deploys defensive cyber tools, systems, and solutions to enhance the security posture and resilience of our nation’s cyberspace domain. UTRS delivers innovative and cost-effective solutions that enhance the security and performance of DoD networks and systems by leveraging agile methodologies, cloud technologies, and industry best practices.

The DCSB needed support in designing, implementing, and maintaining cyber defense solutions for various DoD Impact Levels (IL) systems, which have different access and security requirements depending on the sensitivity and classification of the data they handle. The DCSB also needed support in conducting risk management and compliance audits for these systems to ensure they met the Army’s standards and obtained compliant Authority to Operate (ATO) decisions.

Service where it matters

UTRS supports DCSB’s mission by providing oversight and ongoing evaluation of its cybersecurity services provided to subscribers; management of licenses and resources; alignment of new subscribers; invoicing of subscribers; monetary and budget tracking; the management of the Branch’s products, projects, processes, and workforce; and the management of the DCSB assessment process. We implement technologies and business processes that enhance and improve customer engagement and satisfaction, improve quality and capacity of data elements, and streamline internal management requirements.

DCSB’s DoD agency subscriber base, as well as the number of individual users, has grown substantially since UTRS started this support a few years ago. The demands for hardware and cyber software licenses have also jumped dramatically. UTRS works with the Branch Chief to ensure growth is sustainable. A large and sudden increase in subscribers can make the contract unmanageable, which introduces unnecessary risk. UTRS expands our support as needed to meet the demand of new subscribers but ensures that all growth aligns with the Branch Chief’s expectations and future projections.

UTRS’s DSCB support involves the following elements:

Project Management

Using the Project Management Institute’s standards and best practices, UTRS provides comprehensive program management services that support the integration of all Branch teams, products, and cybersecurity services to more than 700 agency subscribers globally. We securely administers DCSB systems comprised of Government off the shelf (GOTS) and commercial off the shelf (COTS) solutions.

Customer Engagement Professionals

Our team of Customer Engagement Professionals (CEPs) interact with the organizations/agencies as they become subscribers to collect onboarding documentation and establish formal agreements. We generate, deliver, and store all the associated supporting documentation. A significant portion of the information contained in these documents is sensitive in nature and requires secure means for storage and dissemination.

Resource Planning

UTRS develops resource plans that include costing for software/hardware purchases, maintenance, new and existing capabilities, and consulting services for current and out-year costs.

Workforce Management and Training Plan

We have established and are maintaining a Workforce Management and Training Plan to ensure all personnel performing cybersecurity functions are properly trained, certified, qualified, and equipped to maximize effectiveness.

Risk Management Plan

UTRS implements a Risk Management Plan to ensure all applicable risks are identified, assessed, handled, monitored, reported, and managed. We also implemented a Quality Management Plan that outlined the roles and responsibilities, standards, methods, controls, measures, practices, and overall approach to ensure ongoing quality of cybersecurity services, products, operations, processes, and workforce offered to subscribers worldwide.

Financial Management Oversight

UTRS provides financial management oversight for the Branch and assists in the acquisition and procurement process, negotiating software license discounts, and guiding procurement strategies that are crucial for maintaining the DCSB mission.

DoD-wide Cybersecurity

We are facilitating DoD-wide cybersecurity provider policy and strategy development meetings, working groups, and similar events.
